Should I become A Vampire or Not?

It is not necessary to become a vampire or Werewolf in Elder Scrolls Online. Both of them are  extra skill lines that have pros and cons. As with vampire,

For PVE, it offers extra magic and stamina recovery, at the cost of sacrificing 75% of your health recovery (not particularly useful in PVE, so whatever) and increase all incoming fire damage by 25% (can be dangerous in certain content, but you can reduce this by dropping to stage 2). If you can stay at stage 2, or you don't really care about the downsides, then there's really no reason not to.

For PVP, it offers the same extra recovery as in PVE, but it also offers some extra damage reduction at low health, a very strong escape skill (Mist Form), a strong ultimate for when fighting outnumbered (Devouring Swarm), and a good form of CC that heals you (Drain Essence), that can either generate ultimate (Invigorating Drain) or give you a minor speed boost (Accelerating Drain).

All of this comes at the cost of the same 75% reduction in health recovery ( This can be detrimental if you use something like Troll King or rely on that health regeneration for some reason) and 25% increase to all incoming fire damage (a huge downside, since fire damage is one of the most common damage types in PVP), as well as extra damage from Dawnbreaker (most common stamina ultimate in PVP) and Prismatic glyphs (sometimes used, hits undead harder).

It's a pretty big choice you have to make.

How to Become A Vampire?

In order to become a vampire you need to contract a condition called Vampirism, which you get if you get bit by a Vampire. There are three ways to get vampirism (or lycanthrophy):

Other players who have a skill that has seven day cool down.

If you want a bite from other players your best bet is to go a zone with a vampire shrine (The Rift, Reapers March or Bangkorai) and ask for a bite in zone chat. The Bloodfriend bites are a bit harder to come by as they are a very specific spawn that only occur in the zones with the vampire shrines (see above) and only at night (and not even every night, unfortunately). Being stubborn and wanting to do it "the old fashioned way" that is how I got my vampire bite.
